Dem Ubuntu-Paket von email2trac fehlt das Binary "run_email2trac". Es muss nachträglich von Hand erstellt werden, siehe:

Nach einem

# ./configure --with-mta_user=postfix --with-trac_user=www-data --prefix=/usr --sysconfdir=/etc
# dpkg-buildpackage -B
# make
# cp run_email2trac /usr/bin/

Ist das run_email2trac-Binary verfügbar. Damit scheint email2trac zu funktionieren.
